In his latest blog, William Bain, Head of Trade Policy at the BCC, sets out the issues and potential solutions that the UK Government and EU institutions must agree on to improve trade:

UK businesses have shown great resilience, agility and creativity in responding to the biggest challenges in our international trading relationship with our nearest neighbours in 50 years. 

Firms have changed distribution, customs, VAT and warehousing arrangements to supply customers in the EU. In services, increasing use of remote and electronic delivery, has led to growth of 9 percent in these exports. 

However, goods trade has been a different matter; some products have faced drops of between 20 and 42 percent in cross-border trade, as the red tape burden faced by SMEs has proven too much to bear. 

Dealing with ongoing regulatory changes is now a key part of life in the world of cross-border trade with the EU. Examples of this include the new EU product safety legislation, introduced late last year, and the continued phasing in of the EU Carbon Border Adjustment Mechanism until January 2026. This is also an issue within the UK, given the ongoing effects of the Windsor Framework on movements of goods between Northern Ireland and Great Britian. 

Despite the best efforts of firms to adapt, structural barriers to both goods and services trade with the EU persist. Almost half (46%) of responders to the BCC’s Trade Survey last summer said red tape relating to customs and rules of origin were major issues holding back growth.  

Businesses in both the UK and EU seek similar ambition from UK Ministers and EU institutions to tackle these problems, using the Trade and Co-operation Agreement as the foundation.  

Existing obligations must be met in full by both sides, but we can build upon the current fundamentals to ensure the full potential of the TCA is realised. We should also seek to make additional agreements and reforms to ease the costs and administrative burdens, while deepening our economic relationships in energy and supply chains. 

Business welcomes this improving relationship and wants both sides to expand this quickly through scoping a pragmatic, growth-driven package of improvements to our trading relationship. 

Next week (Feb 3), the Prime Minister will attend the European Council summit in Brussels to discuss defence and security co-operation with heads of government and the European Commission. This will be the first time a UK Prime Minister has attended since Brexit. 

Early priorities should be linking our two Emissions Trading Schemes to eliminate the prospect of fiscal barriers to trade in affected sectors such as steel, aluminium, hydrogen, cement, and fertilisers. This could otherwise impact UK exports as early as next January, or from 2028 in the case of EU exports. The EU scheme also applies to carbon emissions from electricity production and trade. 

Linkage is possible by an agreement within the current framework of the TCA. This would remove cost impacts to traded goods in these sectors from the full phasing-in of the separate EU and UK Carbon Border Adjustment Mechanisms. We also need to provide long-term certainty, market access and security for the energy industry and investors, with the existing provisions on reciprocal market access due to sunset in mid-2026. 

A package of reforms is also desired to reduce compliance costs and red tape on trade in goods faced by businesses on either side of the English Channel, and the North and Irish Seas.  

These would include: 

  • Removing the requirement for safety and security declarations on goods moving between Great Britain and the EU in both directions. 
  • Abolishing the additional paperwork requirements around cross-border GB-EU trade in agri-food and plant products and the checks involved with these. 
  • Removing the requirement for goods exporters in Great Britain to have a fiscal representative in the EU for import VAT purposes. 
  • Changing the rules of origin system underpinning UK-EU goods trade.  

On this last issue, survey evidence from members shows support for the UK to rejoin the Pan-Euro-Mediterranean (PEM) Convention. This would provide additional options on supply chains across the wider European, North African and Middle East region for UK manufacturers, while retaining zero-tariff trade with the EU. 

Trade in services with the EU has taken a different trajectory compared to goods trade since 2021.  But the lack of business mobility for short-stay commercial purposes is a major concern for businesses both in the UK and EU. 

This is compounded by a lack of mutual recognition of professional qualifications being prioritised by respective regulators. The BCC urges both sides to provide regulators with a renewed impetus on this issue, while recognising more than two-thirds of our services exports to the EU are delivered remotely or digitally.  

On business mobility, both sides should explore practical benefits from expanding the range of permissible business activities, such as in-person marketing of products, as a win-win for firms on both sides of the Channel. 

We also see benefits in regulatory alignment in some sectors of traded goods, while acknowledging, that in services and the tech sector, autonomy on rules could yield benefits for both sides.  

Overall, co-operation needs to substantially improve so businesses are not blind-sided by new regulations introduced in markets, or with last-minute market access and compliance concerns. 

There is no doubt that 2025 is a key time to improve and deepen the UK’s most important trading relationship. Business is ambitious for change with realistic plans to grow trade and make it less costly and burdensome.  

We hope policymakers in London and across the EU are ready to seize the opportunities and benefits from a new phase of economic co-operation.

Eighth edition of the British Embassy’s Ambassador for a Day Competition

The British Embassy in Sofia is pleased to announce that applications for this year’s Ambassador for a Day competition are now open.

The winners will have the opportunity to participate in the daily work of the British Ambassador to Bulgaria, meet with senior representatives of the executive branch, members of parliament, representatives of civil society and business, as well as the Bulgarian press. The program will conclude with a meeting with the Vice President, Ms. Iliyana Yotova, who is the patron of the initiative.

To enter the competition, applicants will need to answer the following question: “If you were an Ambassador for a Day, how would you promote gender equality in Bulgaria?”

The competition will be open until 16 February 2025 for girls aged between 15 and 19 who are in grades 8-12 in the 2024-25 school year. Those wishing to participate should submit a short essay on the given topic via the registration form.

The aim of “Ambassador for a Day” is to support the empowerment, leadership and participation of women in society. The competition encourages young girls from all over Bulgaria to dream big, believe in themselves and develop their potential. It also provides the winners with a unique opportunity to understand what it is like to be an ambassador, encouraging them to seek leadership roles.

The “Ambassador for a Day” competition was launched in 2018 by the British Embassy in Sofia on the occasion of International Women’s Day and over the years has become one of its most recognized and widely supported initiatives.

Over the past 8 years, over 66 remarkable young women have participated in the competition, and the initiative has been embraced and organised by British embassies around the world, from New Zealand to Germany, from the Czech Republic to India.

British Ambassador Nathaniel Copsey said:
“This flagship campaign aims to empower young girls in Bulgaria to become the leaders of the future, to help their communities and to play an active role in civil society. Many of our previous winners have already become inspiring role models. The Bulgarian Parliament has recently adopted an Act to amend and supplement the Bulgarian Commercial Act implementing the requirements of Directive (EU) 2019/2121 of the European Parliament and of the Council of 27 November 2019 amending Directive (EU) 2017/1132 as regards cross-border conversions, mergers and divisions.

The amendments aim to enhance flexibility and business opportunities within the EU single market.

BCause Foundation Accepts Nominations for the Annual Label Responsible Company – Responsible Employees for 2024

For the 11th consecutive year, the BCause Foundation is accepting nominations for the annual “Responsible Company – Responsible Employees” award, recognizing workplace giving programs and achievements accomplished in 2024.

This distinction is awarded annually to companies that encourage employee engagement with socially significant causes. The awards are presented by the BCause Foundation in partnership with the Bulgarian Association for People Management (BAPM), the Bulgarian Public Relations Society (BPRS), and the Association of Sustainability Professionals (ASP).

The annual award has four levels of distinction:

  • Workplace Giving Award
  • Bronze Workplace Giving Award
  • Silver Workplace Giving Award
  • Gold Workplace Giving Award

The type of distinction is determined based on criteria such as the percentage of employees involved in the initiative, financial outcomes, mechanisms used by the company to promote, encourage, and develop regular giving programs, and opportunities provided for employee volunteering during working hours.

As part of the award ceremony, a special award is also presented to professionals who develop workplace giving in a creative, professional, and effective manner.

The deadline for completing and submitting the online form is February 21, 2025.

United Group Enters Renewable Energy Production With The Initial Investment of €120 Million in Bulgaria

United Group, Southeast Europe’s leading telecommunications and media powerhouse, has taken a major step into the production of green electricity with an initial €120 million investment in Bulgaria. This bold initiative heralds a new era of sustainability, reinforcing the company’s position as an industry leader in driving innovation and climate action.

Driving the Green Energy Revolution

United Group’s investment will establish three solar power plants and a wind farm in Bulgaria. By 2027, these projects will supply 160% of the electricity needed for the Group’s Bulgarian operations, meet 65% of its total electricity consumption, and eliminate approximately 120,000 tonnes of CO2 emissions from the Bulgarian electricity grid each year. Together, these projects will have a combined capacity of 124 MW, producing 310,000 MWh annually – enough to power more than 60,000 households each year. Additionally, the initiative includes a state-of-the-art battery system capable of storing 1.5 times the peak energy production. 

This bold move highlights United Group’s commitment to accelerating Bulgaria’s transition to clean energy while paving the way for a more sustainable future across Southeast Europe.

A vibrant start of this year’s Bett UK, with the biggest yet Bulgarian pavilion coorganised by Bulgarian SME Promotion Agency and Ministry of Education and Science, Republic of Bulgaria.

Foreign Secretary David Lammy Visit to Bulgaria

Last Friday, on the new Bulgarian government’s very first day in office, our Foreign Secretary, David Lammy, travelled to Sofia to launch the global Children in Care campaign alongside Bulgaria’s new Ministers for Foreign Affairs, Health, Labour and Social Policy well as Education, accompanied by renowned actor Barry Keoghan – who shared his own inspirational story with us.

Foreign Minister Georg Georgiev also hosted a bilateral meeting at the Ministry of Foreign Affairs on joint priorities for our strategic partnership, including combatting irregular migration and our steadfast support for Ukraine.

Bulgaria has a powerful and moving story to tell in closing its orphanages over the past 30 years and ensuring that all children have a loving and safe family home. By the end of next year, the final three large-scale children’s homes will have closed, bringing down the shutters on a system that housed tens of thousands of children in the 1990s. It is hard to overstate what a wonderful development this is. The overwhelming majority of Bulgaria’s children in institutional care are from Roma backgrounds. Under the old system, thousands of traumatised survivors turned to substance abuse funded by crime and prostitution. Even more tragically, many did not even make it to their twentieth birthday.

Ensuring that all children have a family is the single best intervention to turn the situation around. And that’s just what the Bulgarians have done. Launching the global Children in Care campaign on the new Bulgarian government’s first day in office was a wonderful opportunity to celebrate Bulgaria’s success and good practice to share with the world.

Bob Spence Nominated for Prestigious UK Legal Awards 2025
