BCC WELCOMES PROPOSALS FOR NEW PROTOCOL AGREEMENT

Reacting to news of a proposed agreement on the Northern Ireland Protocol, William Bain, Head of Trade Policy at the BCC, said:  

“The BCC has long been calling for a negotiated solution to the trading difficulties caused by the initial version of the protocol. Businesses in both Northern Ireland and Great Britain have been calling for a considerable reduction in checks and documentary requirements to move everyday goods across the Irish Sea. We will be closely considering the legal texts and their full implications, but this appears to be a positive step toward achieving this goal. The Green Lane proposal should offer a green light to future prosperity in Northern Ireland. But more broadly businesses in the UK will welcome the potential for stabilising relations with the EU. There is now the potential to move to a new phase of co-operation on trade, regulation, climate, migration and supply chain issues. With the UK economy teetering on the cusp of a recession this could help drive growth for both Northern Ireland and the UK more widely. We hope the UK Government, EU member state governments, and the EU institutions will seize this opportunity to improve our relationships, cut costs and remove red tape for exporting businesses.”

Petia Dimitrova has been elected a Chairperson of the Board of Directors of the Hellenic Business Council in Bulgaria

Mrs. Petia Dimitrova, CEO and Chairperson of the Management Board of Postbank, has been elected a Chairperson of the Board of Directors of the Hellenic Business Council in Bulgaria. The high acknowledgment comes after the last few years Mrs. Dimitrova has been a deputy member of the Board of Directors of HBCB.

Bulgaria could become a European microelectronics hub

BBBA Member Prof. Assen Asenov – Lecturer at James Watt College, University of Glasgow and one of the pioneers in computer-aided design technologies in development gave an interview for BloombergTV Bulgaria.

The main problem in the microelectronics world is the shortage of manpower. It is important for Bulgaria to find a position that is not only in support of Bulgarian microelectronics, but also to be visible in Europe. Bulgaria can become a hub for microelectronics training not only for Bulgarian companies, but for the whole of Europe. We have great conditions for this – the Bulgarian Academy of Sciences, higher education institutions, companies. 

According to Asenov, creating specialists is a slow process that takes seven to ten years. “For this reason, there is also a need for the private sector to get involved very quickly with courses that will allow people to be retrained in the first instance,” he noted.

“The idea is to create a hub, which is a brokerage organisation between all those in the country who could provide courses, programmes, laboratories to train people in microelectronics.”

According to the guest, there is currently interest from big companies who want to participate in the training process and there is interest from higher education institutions as well.

“The issue is to find the right funding. There are appropriate funds available. The important thing is to get started.”

Asenov also commented on the semiconductor situation globally. He pointed out that the chip surplus that became a reality at the end of 2022 is not in all sectors.

“There is no drop in the needs for electronics and chips for the automotive industry. The decline is in the most advanced technologies.”

According to the guest, even the segments whose products go into cars and white goods are not getting enough attention from the big companies and there is still a shortage there.

According to Asenov, the war between the US and China on chips will be complex and very difficult.

“The current investments are just a small start. China has invested trillions of dollars in microelectronics and America and Europe are creating barriers only makes them more enthusiastic to invest more.”

He added that China can become the first economic power and usually the country in this role tries to dominate politics in the world and expand its influence.

BCC: Spring Budget Must Ease The Squeeze

The BCC is calling on the Chancellor to use his Spring Budget to relieve cost and recruitment pressures on business. It follows the release of new research which reveals how low business confidence has fallen at the start of 2023. 

Among the findings from the survey, of more than 1,000 firms, are:  

  • Two thirds of businesses (65%) plan to raise prices due to cost pressures 
  • Almost half (47%) say paying energy bills will be difficult when the current business support package ends 
  • More than half (52%) are consistently experiencing difficulties recruiting staff 
  • Concerns around regulation and taxation are regularly troubling a third of firms (30%) 

The survey backs up findings from the BCC’s most recent Quarterly Economic Survey of more than 5,000 companies which found business confidence remains at Covid-crisis levels. 

It found that only one in three (34%) businesses believed their profits will increase over the coming year, and more (36%) expected a decline.   While a quarter of firms reported a decrease in sales in the last quarter of 2022, with hospitality firms the least likely to report improvements.   

Commenting on the findings, Shevaun Haviland, Director General of the BCC, said: 

“This snapshot of the state of play for business at the start of 2023 sets out exactly why the Chancellor must act in his budget to fuel investment in the UK.  We know we have a tough year ahead. With costs piling up on their doorsteps and so much uncertainty on Government policies, there is currently little incentive for firms to risk either their dwindling cash reserves or fresh loans on new projects. Firms know that the UK’s finances are tight, but the Chancellor needs to show more faith in the ability and talent of our businesses. If they can see the Government is prepared to invest in them, by taking action on childcare, energy costs, green funding and Solvency II, then the future could soon look a lot rosier and greener.” 

The BCC has set out four key areas where the Chancellor must act in the budget if businesses are to make headway in bolstering the economy in 2023. 

These are: 

 • Unlocking talent and easing pressure in the labour market by making childcare more affordable for cash-strapped parents and guardians    

• Boosting the UK’s start-ups by further reforming the business rates system to remove the upfront financial squeeze they face    

 • Setting a framework for Solvency II investment that helps direct funds to SMEs where they can have the most impact, leveraging the opportunities of green innovation  

 • Funding to help businesses become greener and more energy efficient  

The BCC’s four non-negotiables form part of its wider budget submission to the Treasury. It contains a list of 24 recommendations for the Chancellor that could create the conditions businesses need to power the UK’s economic recovery.

BCC: Challenging Year For Trade

Reacting to the ONS trade figures for December 2022, William Bain, Head of Trade Policy at the BCC, said:   

“UK exports were flat in December 2022 and fell across the final quarter of the year as a whole. Across 2022, export values rose by 6.7% (excluding inflation) but were still 3.1% lower than in 2018. The UK trade balances in goods and services fell sharply in 2022 by £85bn to £108bn, compared with the previous 12 months, but a major factor was the surge in fuel imports throughout the year due to the impact of the War in Ukraine on global energy supply. The increase in UK export values for the year is testament to the efforts of businesses and Chambers amid exceptional cost, energy and supply pressures. But we still have some way to go before we get back to where we were in 2018. Although trade in services was broadly flat in December, goods imports out-performed goods exports, which finished 2022 with a small decline in December. Of greater concern is the picture across the final three months where, on the current prices measure, UK exports fell by 4.5%, with declines in both EU and non-EU exports. The new Department for Business and Trade must be laser-focused on improving export performance over the coming months and we look forward to helping them do that. But the data for the last quarter shows the scale of the task ahead.The UK Government’s Export Strategy needs to fire on all cylinders this year to support SME exporters to grow their exports or sell goods and services to new markets for the first time.”   

Analysis of the data

Removing the effects of inflation, total UK goods exports fell by 0.3% in December 2022 (2.3% drop in export values before inflation effects are accounted for). An increase in exports to the EU of 4.9% (driven by higher machinery and transport equipment exports) was offset by a fall in rest of the world exports by 5.1%.  

There was a better story on goods imports with an increase (excluding inflation) of 1.5% in December 2022 (2.9% before removing effects of inflation). Rises were 3.8% for EU imports driven by rises in machinery, transport equipment and fuel imports, and 1.9% for imports from the rest of the world, predominantly due to soaring prices of gas imports from the US and Norway in December.   

In services, excluding inflation, imports rose by 0.3% while exports fell by 0.4% in December.  Across the final quarter of the year, on current prices, goods exports fell by 4.5%, at a higher rate than goods imports which fell by 2.1%. UK services exports fell by 1.5% over the same period, and services imports to the UK by 0.2%.  Overall, UK exports across the quarter fell by 2.9% on current prices.
