BCC: Level Playing Field For UK Trade Is Vital

Apr 25 2025

Responding to the Government’s proposals for the Trade Remedies Authority and changes to customs charges for low value imports, William Bain, Head of Trade Policy at the British Chambers of Commerce, said:

“There are still many twists and turns to go in the trade war between the US and China. It remains to be seen whether cheap Chinese goods will flood the UK as a result.

“But the risk is present. It is sensible for the Trade Remedies Authority (TRA) to have all the necessary tools and resources to take action to prevent the UK being swamped with unfairly cheap products.

“If domestic production suffers from a surge in imports or dumping of goods it is right that business has clearer access to make their case to the TRA. It must have the resources it needs to enforce a level playing field.

“Proposals on charging levies for cheaper deliveries of online orders of goods from overseas (de minimis thresholds) are also under various stages of reform by the US and the EU.

“We will be speaking to Chambers about the implications of this and look forward to engaging in the review.

“But with economic growth consistently low and trade uncertainty high, we urge government to consider other bold measures.

“Simplifying rules and processes to make trade easier is vital to weathering the current storm. It should use the EU reset negotiations to remove safety and security declarations for goods and pursue a global pro-growth agenda on trade digitalisation.”

Deloitte: IT, Amplified. AI Elevates the Reach and Remit of the Tech Function

Apr 24 2025

Over the years, Deloitte’s Tech Trends reports have highlighted IT’s evolving role—from enabling digital transformation to driving AI-powered reinvention. Previous editions explored cloud modernization, intelligent automation, and the shift toward autonomous IT operations, paving the way for this year’s focus on AI’s deep integration into IT functions. Deloitte’s “IT, Amplified” chapter in 2025 builds on these foundations, showing how AI is not just optimizing IT but expanding its influence and making it a central force in shaping the AI-first enterprise.

The role of IT is undergoing a profound shift as artificial intelligence (AI) transforms it from a support function into a central driver of innovation and business strategy. Deloitte highlights how AI is redefining IT across five key dimensions: engineering, talent, financial operations (FinOps), infrastructure, and cybersecurity, enabling organizations to better navigate the complexities of the AI era.

AI is revolutionizing software engineering by automating coding, testing, and debugging. This reduces inefficiencies and allows developers to focus on innovation and design. Companies like Google report that 25% of their new code is AI-generated, significantly accelerating development cycles. Engineering teams are increasingly becoming orchestrators of functionality rather than coders, using AI tools to align technical outputs with business outcomes.

“AI can help make the work of engineering teams more efficient, allowing for the reallocation of capacity, thereby unleashing creativity and creating more value from developers”, says András Szathmáry, Director at Deloitte Technology Strategy & Transformation CE.

Talent management is another critical area. The rapid adoption of AI has intensified demand for professionals skilled in machine learning, security, and software architecture, creating hiring gaps. AI is stepping in to fill this void, not only by automating routine tasks but also by supporting upskilling efforts. For example, AI-generated personalized learning paths and virtual tutors are enabling workers to quickly adapt to emerging technologies. Organizations like Bayer are already leveraging generative AI to create e-learning materials, streamlining the reskilling process.

On the financial front, applying AI to FinOps can help justify investments and manage the runaway costs of the cloud era. With researchers predicting significant growth in IT spending over the next few years, AI powered financial tools can provide real-time cost analysis and resource optimization to help organizations effectively manage spending as they scale their operations. These innovations ensure that increasing resource demands do not lead to unsustainable financial practices.

In infrastructure, AI is enabling “autonomic” systems, which function similarly to the human body’s autonomic nervous system. These systems self-monitor, detect anomalies, and take corrective action without human intervention. Predictive maintenance and automated resource allocation reduce downtime and improve efficiency. Companies like eBay are already leveraging generative AI to enhance their IT infrastructure, underscoring AI’s potential to transform operations.

However, as AI enhances IT capabilities, it also introduces new cybersecurity risks. Generative AI expands attack surfaces, enabling threats such as deepfakes and prompt injection attacks. In response, organizations are turning to AI-driven cybersecurity tools for real-time threat detection and automated incident responses. Blockchain-based solutions for verifying data authenticity are also gaining traction, ensuring robust security in increasingly digitized ecosystems.

The evolving IT landscape requires visionary leaddership. CIOs must now align IT priorities with broader business objectives, fostering collaboration and driving ethical AI adoption. According to Deloitte, over 60% of CIOs now report directly to their CEOs, reflecting IT’s growing strategic importance. Leaders must focus on developing guiding principles for AI integration while fostering a culture of innovation and adaptability.

As AI becomes embedded in every facet of the enterprise, IT is poised to transition from a cost center to a competitive differentiator, while its role may shift from building and maintaining to orchestrating and innovating. By embracing this transformation, IT leaders can unlock unprecedented opportunities for efficiency, agility, and growth, positioning their organizations for success in the AI-driven future.

“It’s becoming even more important for tech leaders to stay on top of trends, carefully choose what to focus on, and adopt best practices – and it doesn’t seem to be slowing down in the coming decades”, András Szathmáry adds.

Follow Up: Financial Policy and Competitiveness of the Bulgarian Economy

Apr 17 2025

On April 15, the British Bulgarian Chamber of Commerce (BBCC) and the American Chamber of Commerce in Bulgaria (AmCham Bulgaria) hosted an exclusive executive-level business breakfast with special keynote speakers—Dimitar Radev, Governor of the Bulgarian National Bank, and Temenuzhka Petkova, Minister of Finance at the InterContinental Sofia. The event brought together senior executives from member companies of both Chambers to engage in a high-level discussion on Bulgaria’s financial policy and economic competitiveness. The event offered valuable insights into Bulgaria’s fiscal direction, current budgetary priorities, and the country’s progress toward Eurozone integration.

The morning began with networking and registration, followed by welcoming addresses from Ivan Mihaylov, Chief Executive Director of AmCham Bulgaria, and Desislava Miteva, Executive Director of BBCC. Both highlighted the importance of public-private dialogue in navigating the evolving economic landscape.

Minister Petkova highlighted that Bulgaria has met all criteria for Eurozone membership and anticipates positive convergence reports from the European Commission and the European Central Bank, aiming for adoption of the euro by January 1, 2026. She emphasized the extensive technical work undertaken to align with the Eurozone’s requirements and the government’s commitment to restoring fiscal stability and combating the grey economy.

Governor Radev noted that Bulgaria’s macroeconomic position remains stable despite global challenges. He pointed out that the country’s banking sector exhibits strong capital adequacy, liquidity, and profitability, with fiscal indicators such as debt-to-GDP ratios among the strongest in the EU.
The event underscored the importance of political stability, Bulgaria’s integration into the Schengen Area, the OECD, and strategic positioning within the EU and NATO. Business leaders called for the government to play a more active role in EU dialogues and to restart the U.S.-Bulgaria Strategic Dialogue.

The moderated discussion, led by Lutchezar Bogdanov from the Institute for Market Economics, provided a dynamic platform for in-depth conversation and interactive Q&A. Participants had the unique opportunity to ask questions directly to Mr. Radev and Ms. Petkova, facilitating a transparent exchange of perspectives on Bulgaria’s monetary strategy, inflation control, and financial sector stability.

We thank all our members who participated and contributed to the discussion, making this event a success.

BCC: Business Welcomes Export Support Package Amid Global Uncertainty

Apr 17 2025

Responding to the announcements from the Chancellor and Business and Trade Secretary to support UK exporters, William Bain, Head of Trade Policy at the British Chambers of Commerce (BCC) said:

“The BCC called last week for enhanced credit and financial support through UK Export Finance and the British Business Bank to cushion the effects upon UK exporting firms. Traders will welcome news that the Chancellor and Business and Trade Secretary have responded positively to the actions we proposed to help thousands of UK firms who export to the Unites States.

“Increasing the credit capacity of UK Export Finance by up to £20bn and loan facilities of up to £2million through the British Business Bank Growth Guarantee Scheme will provide much needed cashflow support now for exporting firms affected by the impact of new tariffs. We also welcome that £10bn of the greatly increased UK Export Finance lending capacity will specifically support firms experiencing financial pressures right now.

“In our survey of more than 600 businesses last week, the clear message from firms is that negotiation not retaliation is the best way forward. Firms also told us they want government to get tariff relief in terms of our trade with the US, remove unnecessary trade barriers in our trade relationship with the EU, and to work with our partners in the Indo-Pacific region to expand opportunities for UK trade and investment.

“A calm, clear headed approach by government to trade negotiations together with a strong package of increasing the finance available to affected firms is the way forward. That will back the resilience UK exporters are showing in these uncertain times in global trade.”
