Pay transparency is about to become a defining topic for employers and employees across the EU, yet very little is known about how CEE and SEE employees feel about the upcoming changes.  

Manpower Bulgaria and FairPayConsulting have just launched a regional research initiative to explore how employees view pay transparency: what they expect, what concerns them, and how they feel about the upcoming changes in pay- and recruitment-related practices. This is one of the first coordinated efforts to collect employee-side data across multiple CEE and SEE countries ahead of the EU Pay Transparency Directive’s (EU PTD) transposition deadline in June 2026. Survey covers employees in selected EU countries: Slovenia, Croatia, Bulgaria, Hungary, Poland and Romania.

Why this matters now: 

  • PTD gives employees new rights: access to salary ranges, pay comparison data, and more transparency in recruitment. 
  • CEE and SEE have unique labour-market structures: low transparency norms, manager-driven pay decisions, and persistent gender pay gaps. 
  • This research explores what employees expect, what they fear – insights employers currently lack.
