The BBCC, together with eleven other leading bilateral chambers of commerce, have released a joint letter to the new government expressing expectations about international business and trade.

Madam Speaker of the National Assembly,
Honourable Members of the 52nd National Assembly,
Honourable Prime Minister,
We congratulate “Progressive Bulgaria” on its convincing result in the recent early parliamentary elections held on April 19, 2026. We wish the new Government of the Republic of Bulgaria, led by Prime Minister Rumen Radev, every success.
This achievement has enabled a single political force to secure an absolute majority in the 51st Ordinary National Assembly. This fact brings with it a range of opportunities, but it is also fraught with responsibilities that go far beyond the implementation of any pre-election platform. This result necessitates responsible statesmanship and urgent yet coordinated actions to: develop the competitiveness of the Bulgarian economy as part of the Single European Market, the Transatlantic economy, and our regional trade relations; ensuring social stability and the incomes of our fellow citizens, as well as increasing the productivity of our economy through quality education, effective mechanisms for sustainable development, digitalization, fair public procurement, rooting out corruption, combating the shadow economy, and a host of other measures.
Since 1997, Bulgaria’s future has not depended on a single political force. Then, as now, our country finds itself at a critical juncture, with no one denying the complexity, geopolitical instability, and extraordinary dynamics of the present day. That is why the responsibility for making the right decisions – political, economic, and social – lies not only in your hands, but also in those of the business community – the main part of civil society that creates added value in our economy – which expects a constructive, timely, and productive dialogue based on shared values.
Bulgaria is an integral part of the European and Euro-Atlantic space and NATO – a community built on democracy, the rule of law, the protection of human rights, and shared responsibility for the security and prosperity of citizens. Our accession to the eurozone is not merely a formal conclusion to the processes of European integration that began in our country in the period following 1997. It is an opportunity for fiscal and economic stability that every government of ours must utilize constructively, consciously, and consistently. Therefore, the future of our country is not only inextricably linked to these values and our ongoing commitment to them, but also provides a stable foundation for national development and establishes our country as a stable, predictable, and competitive European partner with a promising future for the next generations.
The Community of Bilateral Chambers of Commerce addresses all of you to express our readiness for dialogue on policies concerning the development of the business environment, the economic climate, social engagement, and sustainable development, in which competitiveness and innovation in Bulgaria are leading objectives. Here we outline the key pillars that we believe must guide the policies that the legislative and executive branches will propose and develop in our country moving forward:
The principles of democracy and the rule of law:
- It is necessary to strengthen the rule of law by ensuring the independence of the judicial system and the effectiveness of institutions. Professionals with proven ethical qualities and a strong value system are needed.
- Concrete actions to eradicate corruption and enhance transparency and efficiency in the management of the state.
- Targeted efforts to remove Bulgaria from the Financial Action Task Force’s (FATF) grey list for money laundering,
Human Rights and Freedoms:
- The protection of every citizen’s fundamental rights and freedoms—including the right to life, property, initiative, and choice—must be a top priority in every decision made by the National Assembly and the executive branch.
- The security and well-being of all social groups must be a priority.
Economic Development and Social Justice:
- It is time to further develop a sustainable economy based on science, data, high efficiency, and innovation, which ensures stability and prosperity for both individual citizens and communities in our country, and which is even better integrated into the transatlantic economy and competitive in the global market.
- Admission to the OECD.
- Bulgaria should be an active, constructive, and visible partner in the European Union and NATO, and should play a constructive role in other international frameworks – such as the Three Seas Initiative and others.
- Social justice and equal opportunities for all citizens must be the primary goals of every policy.
- Our country’s connectivity – economic, transportation, energy, and digital – with our neighboring countries, as well as with nearby regions with which we share values, history, and worldview.
Ladies and Gentlemen,
We declare our readiness and willingness to engage in an institutional dialogue with you, through which we can work together to advance Bulgaria’s economic and social development. For our part, we will emphasize that the business community expects stability and predictability, clear rules, transparent procedures, the preservation of tax stability and the tax framework, as well as efficiency in the implementation of every project funded with public funds.
Once again, we wish you success in securing a better present for all of us and a better future for our children and future generations.
